The Public Utilities Commission of Texas (PUCT) has passed legislation requiring electric utilities to employ energy efficiency programs that would reduce their annual growth in demand by 10 percent. Standard Offer Programs (SOPs) and market transformation programs are available through each utility in order to promote energy efficiency measures.

All larger investor-owned electric utilities utilize Standard Offer Programs (SOPs) to provide incentives to consumers reducing the front end cost of energy efficiency measures. Market transformation programs are operated by utilities across the state training and educating building owners and those who install air conditioning equipment to adopt energy efficient tactics. These programs also promote the replacement of old equipment with newer and more energy efficient units.
